SHURA Energy Transition Center contributes to the decarbonization of the energy sector through an innovative energy transition platform. It addresses the need for a sustainable and widely recognized platform for discussions on the policy, technological, and economic aspects of Turkey’s energy sector. Established in 2018 by the European Climate Foundation (ECF), Agora Energiewende, and Sabancı University (SU) Istanbul Policy Center (IPC), SHURA’s mission is to support the debate on Turkey’s transition to a low-carbon energy system through energy efficiency and renewable energy. This involves promoting fact-based analysis and utilizing the best available data.


SHURA’s mission is to support the debate on the transition to a low-carbon energy system in Turkey through energy efficiency and renewable energy, utilizing fact-based analysis and the best available data. Considering various perspectives from a multitude of stakeholders, the center contributes to an enhanced understanding of the economic potential, technical feasibility, and the relevant policy tools for this transition. In alignment with this mission, SHURA provides a wide range of knowledge products and services to the Turkish energy community, focusing on thematic work clusters such as policy, economics, technology, and strategic partnerships. This involves fostering dialogue across all sectors of the energy system, including power, heating and cooling, and transport.
