Alper Kaliber joined the Istanbul Policy Center (IPC) as a Senior Fellow in April 2025. Before joining the IPC, he worked as a visiting scholar at the Federal University of ABC in São Paulo, Brazil. Between 2014 and 2024, he served as a faculty member at Altınbaş University, where he also coordinated several Jean Monnet modules and chairs. He received his PhD in Political Science from Bilkent University in 2005 and conducted his postdoctoral research at the University of Birmingham in the UK. Kaliber has taught courses on European security, European integration, international security studies, EU–Turkey relations, and Turkish foreign policy at Altınbaş, Istanbul Bilgi, Yaşar, Birmingham, and Sabancı universities.
In addition to these fields, his research has focused on Europeanization, the Cyprus conflict, the role of civil society in the Kurdish issue, and emergency policies in Turkey. His work has been published in leading journals such as Comparative European Politics, Security Dialogue, Democratization, International Relations, and South European Society and Politics. His international research projects have been supported by various institutions including the European Commission, the British Academy, the Volkswagen Foundation, and the German Academic Exchange Service (DAAD). In 2014, he was awarded the Young Scientist Award (BAGEP) by the Science Academy of Turkey. He has also produced programs on music and European politics for media outlets such as Açık Radyo and Medyascope.

Ideas and Intellectuals: Alternative Histories of Turkish Foreign Policy
IPC is now accepting proposals for the workshop "Ideas and Intellectuals: Alternative Histories of Turkish Foreign Policy" to be held on June 2, 2026, from 9:00–17:00 at Istanbul Policy Center, Karaköy.
This one-day workshop brings together scholars of Turkish foreign policy to examine the influence of ideas and intellectuals, with the primary goal of developing alternative narratives in the field. We welcome submissions from junior and senior scholars that connect intellectual history and foreign policy, including empirical studies of intellectual works, or examine intellectual practitioners and ideational currents across different periods.
