COBENEFITS Project Senior Project Consultant

Dursun Baş works as a Project Consultant for COBENEFITS Project, under Climate Change cluster of IPC, which is part of the International Climate Initiative (IKI) and supported by the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU).  He has been serving as an EU Environmental Policy Expert and project manager with a demonstrated history of working in the field of EU Environmental Acquis, skilled in Regulatory Impact Assessment (RIA). He is a PhD candidate , studying at Earth System Sciences Department, METU. He has around 10 years of technical and practical experience, both in governmental, local authorities, NGOs sector and private spheres, with expertise on the transposition and implementation of the EU environmental, nature protection, climate, waste  and industrial risk acquis. 

He supports managing and developing projects in the field of UN Environmental Agreements, EU Environmental, Climate and Energy Acquis and particularly preparation of RIA studies as a lead or co-author. He involved in RIA team of the preparation of full RIA Reports of EU Env, Climate and Nature Legislation (Habitats and Birds Directives, Seveso II Directive, Packaging Waste Directive, Landfill Directive, UWWTD, ETS Directive, CCS Directive, Fuel Quality Directive) including management of extended consultation processes. He has worked as NKE in the EU Funded Technical Assistance Projects for Turkey, Seveso II Directive (2011-2014) and Natura 2000 (2015-2018), Low Carbon Development (2017-2020), EU Invasive Alien Species TA (2019-2022). 

He contributed to capacity building and research projects on environmental themes by putting technical and managerial expertise. He supported training programs, preparation of secondary legislation, Institutional Needs Assessment and Legal Gap Assessment reports submitted to the Beneficiaries. He worked as an expert for preparation of inventory and local climate action plans of Kocaeli and Denizli metropolitan municipalities. He co-managed the "Community-Based Recycling for A Litter Free Mediterranean Project" at Nature Conservation Centre (DKM) May 2019 to Jan 2020. Recently, he performed as RIA expert for the transposition of EU Climate Acquis for Low Carbon Development TA Project.

2022 Sharm El-Sheikh Climate Summit - Impressions from COP27

IPC-Sabancı University-Stiftung Mercator Initiative's ''2022 Sharm El-Sheikh Climate Summit - Impressions from COP27'' panel took place under the moderatorship of IPC Climate Change Cluster Coordinator Ümit Şahin and with the participation of SHURA Energy Transition Center Director Alkım Bağ Güllü, COBENEFITS Project Senior Project Consultant Dursun Baş, and 2022/23 Mercator-IPC Fellow Ebru Voyvoda at IPC on November 23.

COBENEFITS Project Closing Meeting

The closing meeting of the COBENEFITS Project, which was implemented in Turkey as a result of the support decision of the 14th Turkish-German Environmental Steering Committee convened in July 2017, was held in Ankara on June 23.
