After completing her LLB at Istanbul University, Ezgi Ediboğlu worked as a lawyer specializing in environmental law and attended the LLM program on Public Law at Marmara University. After she was granted an YLSY scholarship from the Ministry of Education of Turkey, she suspended her studies and moved to the UK, where she completed her LLM and PhD studies at the School of Law of the University of Aberdeen.
Her LLM thesis focused on the Paris Agreement to the UN Framework Convention on Climate Change. In her PhD thesis, she discussed the possible intergovernmental means of the transfer of environmentally sound technologies. Her main academic work concerns the UN climate change regime, international institutions, and the transfer of environmentally sound technologies, another component of international climate change regulations. Currently, she is a lecturer at the Alparslan Türkeş Science and Technology University.
Project: “The Technology Roadmap on Combating Climate Change: A Proposal for Turkey”
The transfer of environmentally sound technologies (ESTs) is a critical component of the fight against climate change and an obligation of parties to the United Nations Framework Convention on Climate Change (UNFCCC) and its Paris Agreement. As a party to the UNFCCC, Turkey has yet to indicate a clear path toward actualizing this obligation.
In this project, I aim to draw a roadmap that outlines how Turkey can meet this challenge. First, I plan to produce an analysis on the compatibility of international laws relating to the transfer of ESTs with the relevant domestic laws of Turkey. I will furthermore analyze international means of the transfer of ESTs and identify which international projects, mechanisms, and institutional frameworks are most suitable for actors in Turkey. The identified legal and practical issues of the transfer of ESTs of Turkey will be addressed in a roadmap, which will link the international legal background of the issue to Turkish laws and develop actionable solutions for stakeholders. A case study will be provided on the transfer of energy technologies between Germany and Turkey to showcase the utility of the proposed roadmap.
