Gerald Knaus
2016/17 Mercator-IPC Senior Fellow

Gerald Knaus is ESI’s founding chairman and 2016/17 Mercator-IPC Senior Fellow. After having studied in Oxford, Brussels, and Bologna, he taught economics at a university in Ukraine in 1993/94 and spent five years working for NGOs and international organizations in Bulgaria and Bosnia and Herzegovina. From 2001 to 2004, he was the director of the Lessons Learned Unit of the EU Pillar of the UN Mission in Kosovo. In 2011, he co-authored, alongside Rory Stewart, the book Can Intervention Work? He has also co-authored more than 80 ESI reports as well as scripts for 12 TV documentaries on Southeast Europe.

He is a founding member of the European Council on Foreign Relations and was an Associate Fellow at the Carr Center for Human Rights Policy at Harvard University’s Kennedy School, where he was a Visiting Fellow in 2010/2011 lecturing on state building and intervention.

Global Turkey in Europe II: Energy, Migration, Civil Society and Citizenship Issues in Turkey-EU Relations

(September 2013-April 2014)

The EU, Turkey, and their common neighborhood are changing rapidly and deeply, exposing the European-Turkish relationship to new challenges and opportunities in diverse policy areas such as energy, migration, citizenship and civil society. This collective volume explores how the EU and Turkey can enhance their cooperation in these policy domains and so aims to contribute to a comprehensive discussion on shaping a common Turkish-European future in the world.

Turkey-EU Relations in the Post-July 15 Era: A Needed Cooperation and Collaboration

Istanbul Policy Center organized a panel “Turkey-EU Relations in the Post-July 15 Era A Needed Cooperation and Collaboration” on October 10, 2016, at The Seed, Sakıp Sabancı Museum.

The panel, which was moderated by Senem Aydın-Düzgit, Senior Scholar & Research and Academic Affairs Coordinator at IPC, hosted Fuat Keyman, Director of Istanbul Policy Center; Ruprecht Polenz, Former Chairman of the Committee on Foreign Affairs at German Bundestag and 2014/15 Mercator-IPC Senior Fellow; Nilüfer Göle, Professor at Ecole des Hautes Etudes en Sciences Sociales and 2014/15 Mercator-IPC Senior Fellow; and Gerald Knaus, Founding Chairman of the European Stability Initiative and 2016/17 Mercator-IPC Senior Fellow, as speakers.

Beyond Chapters - The Future of Turkey in Europe

The panel discussed the ways to overcome the current stalemate in Turkey-EU relations and explore ways to tackle these challenges within and beyond Turkey’s accession to the Union. The event was organized within the framework of Hannes Swoboda’s Mercator-IPC Senior Fellowship. 

Effective Policy Relevance and Advocacy

2016/17 Mercator-IPC Senior Fellow Gerald Knaus convened a workshop on “Effective Policy Relevance and Advocacy” that brought together project coordinators/ managers at Stiftung Mercator and project partner institutions to discuss possible ways of making theoretical research and knowledge produced outside of research more policy relevant and impactful. The workshop was convened on March 20, 2017 in ESI Berlin.

2016/17 Mercator-IPC Senior Fellow Gerald Knaus convened a workshop titled “Effective Policy Writing and Advocacy” with 2016/17 Mercator-IPC Fellows on November 22-23, 2016 at ESI Istanbul.

Beyond Chapters: The Future of Turkey in Europe

IPC-Sabancı University-Stiftung Mercator Initiative, the Center for Middle Eastern Strategic Studies and the European Union and Global Research Association convened an expert roundtable titled “Beyond Chapters: The Future of Turkey in Europe” on November 18, 2014 at TOBB University of Economics and Technology, Ankara. The event took place within the framework of Hannes Swoboda’s Mercator-IPC Senior Fellowship. The expert roundtable, which was chaired by President of Middle East Strategic Research Center (ORSAM) Şaban Kardaş, hosted Deputy Undersecretary of the Ministry for European Union Affairs of Turkey Burak Erdenir, President of the European Stability Initiative, and Deputy Director of the Ifo Center for International Economics Erdal Yalçın as speakers and Director of Istanbul Policy Center Fuat Keyman as a discussant.

The German Elections and the Future of EU-Turkey Relations

IPC-Sabancı University-Stiftung Mercator Initiative convened a panel discussion titled "The German Elections and the Future of EU-Turkey Relations" with Mercator-IPC Fellow Ruprecht Polenz on January 22, 2014 at IPC. Ruprecht Polenz, Gerald Knaus and Ebru Turhan participated as panelists.
