2015/16 Mercator-IPC Fellow

İlke Toygür is an analyst of European Affairs at Elcano Royal Institute and an adjunct professor of Political Science at Carlos III University of Madrid. Her main research areas include European integration, Euroskepticism, political parties and elections in Western Europe, global trends of democracy and authoritarianism, Turkish politics, Turkish foreign policy, and transatlantic relations.

Toygür holds a BA in Economics from Hacettepe University, Ankara and an MA in Economics from Sabancı University, Istanbul. After completing her studies in Economics she worked for more than two years in the Economic Development Foundation (IKV), a Turkish think tank focusing on the European Union and Turkey-EU relations. Prior to her enrollment in the PhD program, she obtained an MA in Political Science from the “Democracy and Government” program of the Autonomous University of Madrid (UAM). In 2016, she completed her PhD degree in Political Science in the Department of Political Science and International Relations of the UAM. During her PhD studies, she was a visiting researcher in the European University Institute (EUI), Florence, Italy and University of Mannheim, Mannheim, Germany. Toygür writes articles for various international think tanks, newspapers, and periodicals. She is native in Turkish and also speaks fluent English and Spanish.

The European Response to the Refugee Crisis: Angela Merkel on the Move

2015/16 Mercator-IPC Fellow İlke Toygür and IPC Visiting Researcher Bianca Benvenuti’s policy brief “The European Response to the Refugee Crisis: Angela Merkel on the Move” was published in June 2016. 

The refugee crisis has made institutional shortcomings and divisions between EU member states more visible than ever. This policy brief underlines the central role German Chancellor Angela Merkel has played in this crisis and how Turkey has become a key partner in “solving” it. Outlining the steps that have been taken on the European side both at the institutional level and in inter-state politics, this brief discusses the future of the Turkey-EU deal and the refugee issue as a whole.

The Initiative and the Brookings Institution organized the roundtable discussion “Turkey and the West” with Director Fuat Keyman, Senior Scholar and Research and Academic Affairs Coordinator Senem Aydın-Düzgit, Mercator-IPC Senior Fellow Atila Eralp, Brookings Institution Doha Center Nonresident Fellow Galip Dalay, and 2015/16 Mercator-IPC Fellow İlke Toygür on January 14, 2019 in Washington, DC.

Turkey and the EU: Shared Challenges and Common Opportunities

IPC-Sabancı University-Stiftung Mercator Initiative and Friends of Turkey at the European Parliament co-organized a “Networking Dinner” followed by a panel discussion titled “Turkey and the EU: Shared Challenges and Common Opportunities” on October 17-18, 2016 in Brussels. Both events were convened by 2015/16 Mercator-IPC Fellow İlke Toygür.

Three Facets of Rising Populism: Cases from Turkey, Europe, and the United States

In collaboration with IPC and the Black Sea Trust for Regional Cooperation (BST), a project of the German Marshall Fund of the United States, an event titled “Three Facets of Rising Populism: Cases from Turkey, Europe, and the United States (Yükselen Popülizmin Üç Ayağı: Türkiye, Avrupa ve Amerika Birleşik Devletlerinden Vakalar)” was held on June 7, 2016.

The Welcoming of the 2015/16 Mercator-IPC Fellows was held on October 5, 2015 at Feriye Restaurant. The event began with welcoming remarks by Fuat Keyman, followed by remarks from Rüdiger Frohn. The welcoming remarks were followed by a movie screening that introduced the 2015/16 Mercator-IPC Fellows Christiane Fröhlich, Defne Kadıoğlu Polat, Çetin Çelik, Peter Mock, Hande Paker and İlke Toygür.
