Executive Summary
This report has been prepared within the framework of the Decarbonization of Turkey’s Steel Sector project conducted by the Istanbul Policy Center (IPC) since mid-2022. In line with Turkey’s 2053 net-zero greenhouse gas emissions target, the study provides a comprehensive analysis of the steel sector’s decarbonization process. Based on a multi-phase research and consultation process, the report aims to assess the policy framework shaping the sector’s transformation and the approaches of the key actors involved.
Titled Decarbonization of Turkey’s Steel Sector: Policy and Stakeholder Analysis, the report examines the transition toward low-carbon steel production through a multidimensional lens. It analyzes existing policies affecting the decarbonization process and reviews the roles of public institutions, sector representatives, and other relevant stakeholders. The study evaluates the sector’s transformation capacity in terms of institutional structures, policy coherence, and implementation tools, while identifying key challenges and structural limitations.
With a particular focus on primary steel producers, the report analyzes the decarbonization process together with the actors that directly or indirectly influence production activities. Drawing on fieldwork and stakeholder interviews, the study presents key findings on sectoral dynamics and offers concrete policy recommendations to support the transformation process. In this respect, the report aims to contribute to enabling the transition required for the decarbonization of Turkey’s steel sector.
