Policy and Actor Analysis of Decarbonization in Turkey’s Steel Sector

The report titled "Decarbonization of the Turkish Steel Sector: Policy and Actor Analysis (Executive Summary)" has been published.

Executive Summary

The "Decarbonization of the Turkish Steel Sector" project, carried out by the Istanbul Policy Center (IPC) since mid-2022, provides comprehensive analyses and assessments of the decarbonization process in the steel sector in line with Türkiye's 2053 net-zero greenhouse gas emissions target. The project is based on an extensive research and consultation process structured in four separate phases. Through this work, the aim is to provide an evidence-based foundation that will be considered credible by industry, academia, and other relevant stakeholders, and that will contribute to future policy discussions in the public sector. The study titled Decarbonization of the Turkish Steel Sector: Policy and Actor Analysis, the final report in the technical series prepared within the scope of the project, offers a multidimensional assessment of the policy framework shaping the sector's decarbonization process, the approaches of the main actors influencing it, and the existing capacity and limitations of the system. The report makes visible the fundamental challenges the steel sector faces in transitioning to low-carbon production and opens for discussion the policy and institutional intervention proposals that would accelerate the transformation process.
