Ümit Şahin is Senior Scholar and the Coordinator of Climate Change Studies at Istanbul Policy Center. Şahin teaches courses on Global Environmental Challenges, Climate Change and Environmental Politics at Sabanci University Faculty of Arts and Social Sciences. He is also Mercator-IPC Fellowship Program Climate Change Juror.
Since the early 1990s, Şahin has been part of the green political movement and climate, ecology and environmental movements, and an active contributor to anti-nuclear and human rights movements. Şahin was the editor-in-chief of the green political journal “Üç Ekoloji” (Three Ecologies) that he has founded in 2003.
Şahin is one of the founders of the Association of the Doctors for the Environment, serving as the organization’s president between 2002 and 2006. In 2007, Şahin coordinated the “Turkey sign Kyoto!” campaign, which was carried out by Turkey’s Green Party, for whom he was one of the founders and served as co-spokesperson between 2010 and 2012. He also has participated as an observer to the UNFCCC Climate Conferences (COPs) since 2008. He served as a member of Steering Committee of the Istanbul City Council for its 2019-2021 period.
Together with Ömer Madra, Şahin has been the producer and host of the “Açık Yeşil” (Open Green) radio program on Açık Radio since 2008. In addition, he edits and writes on climate change and environmental issues for “Yeşil Gazete” (Green Newspaper).
Şahin authored and edited several books, such as “Why We Can’t Wait: Global Warming and Climate Crisis”, 2007 (with Ömer Madra, as interviewer and editor), “Green Economy”, 2012 (as co-editor with Ahmet Atıl Aşıcı), Open Green 1 - An Ecology Guide with Its Theory and Practice, 2019, and Open Green 2 - Climate Crisis, Politics, and Activism, 2020 (as co-author with Ömer Madra). Şahin has also several book chapters, policy papers and articles related to climate change, energy transition, environmental health, green politics, and human rights.
Ümit Şahin graduated from Cerrahpaşa Medical School in 1991, completed his Master of Public Health in Hebrew University and received his Ph.D. degree in public health from Istanbul Univeresity in 2000. His public health works has focused on environmental health.

Pandemic, Climate, Society
As Istanbul Policy Center, from the beginning of 2020, when the COVID-19 epidemic began, we organized numerous panels on the web, where the situation of the world, societies, and individuals under the epidemic conditions was evaluated. We would like to share our book titled 'Pandemic, Climate, Society' prepared from these panels: We discussed the economic and social effects of the epidemic in the world, especially in the European Union and Turkey, starting from the very first days. Most participants think that there is a lot we can learn from this experience and that we need to mobilize this experience towards a just world order to cope with future epidemics and ecological crises. We are publishing this book at a point where we leave the epidemic behind with the discovery and application of the vaccine. For us, the great success of the last two years belongs to science, doctors, health workers, and scientists around the world. We would like to thank our listeners who followed our panels and guided our work with their suggestions and all our speakers who contributed, especially Ayşe Köse Badur and Semih Sökmen, who prepared this work for publication.

Final Evaluation Meeting
The Istanbul Policy Center-Sabancı University-Stiftung Mercator Initiative held the Final Evaluation Meeting with our 2023/24 Mercator-IPC Fellows on September 10, 2024. The event featured presentations of research project results by fellows, with the participation of Kerem Öktem (online), Fuat Keyman and Ümit Şahin. The presentations were followed by the fellows' evaluations of the program in terms of its objectives, impact, and future direction. A farewell dinner marked the conclusion of the 2023/24 fellowship cohort.
Just Transition in the Energy Sector: Good Practices and Experience Sharing Workshop
Within the scope of "Supporting Just Transition in Turkey" project implemented by IPC with the support of the European Union and in cooperation with EUCD (European Union Climate Dialogues Program), "Just Transition in the Energy Sector: Good Practices and Experience Sharing Workshop" was organized at Post Office Hall on June 11-12. IPM Climate Cluster Coordinator Ümit Şahin, EUCD Turkey Country Officer Gamze Çelikyılmaz and European Union Delegation to Turkey, Energy, Environment and Climate Change Program Officer Christian Ballarò made opening speeches at the event and the session moderated by IPM Climate Studies team members.

The Steel Sector Workshop
The Steel Sector Workshop, held in Istanbul on Wednesday, 8 May 2024 within the scope of the Decarbonisation of the Turkish Steel Sector Project, brought together participants from academia, private sector and civil society. In the workshop, efficiency and energy management (metallurgical efficiency, resource and energy efficiency, electrification, new energy sources, digitalisation, etc.), new technologies (DRI, hydrogen technology investments, etc.), scrap supply and management (scrap access, scrap recycling, scrap quality and processing), regulatory framework and legislation were discussed in detail in order to accelerate decarbonisation in the steel sector. Participants made various policy recommendations to accelerate decarbonisation in these areas.
Supporting Just Transition in Turkey Project: Çanakkale-Çan region-specific workshop
The Çanakkale-Çan region-specific workshop of the European Union (EU) funded EU Climate Dialogues Project (EUCD) “Supporting Just Transition in Turkey Project” was held on April 25th in Çan, Çanakkale.
In the workshop, public institutions, NGOs, professional associations and various other stakeholders highlighted democratic participation processes for investments that affect and are likely to affect the region, identification of the social costs of the coal and mining economy, access to public information, alternative employment opportunities and inter-institutional cooperation as priority areas of need for the general framework of “Just Transition”.

The workshop for the "Supporting Just Transition in Turkey" project, part of the EU Climate Dialogues Project (EUCD) funded by the European Union (EU), was held on March 20 in Yatağan, Muğla. During the workshop, public institutions, NGOs, professional chambers, and various other stakeholders identified key areas of need for Just Transition, including Social Participation and Awareness, Alternative Energy and Employment Opportunities, Legal Support and Action Plans, Support for Cooperatives and Joint Ventures, Environmental and Cultural Protection, Protection of Water Resources, and Coordination and Cooperation.

IPC-Sabancı University-Stiftung Mercator Initiative convened the second gathering of Roundtable Meetings on Climate Policies of Turkey titled “Financing of Climate Policies of Turkey after Paris Climate Conference (COP21)” on May 31, 2016 at IPC. The meeting hosted numerous actors from different sectors which engage in Turkey’s climate policies. The discussion focused on developments in the financing of climate policies post-December 2015 Paris Climate Conference (COP21) and the policies that Turkey must adapt.
